Promises Kept

When I ran for City Council in 2012, I campaigned on five key priorities.

In my two terms on the City Council, I have remained focused on delivering improvements in those area.  Below is a partial list of the progress made so far.

Make Hayward Safer
  • Reduced crime by 7% citywide since 2012.
  • Championed the hiring of more police officers and HPD support staff.
  • Supported construction of a new Fire Station and Firehouse Health Center in South Hayward and a new state of the art Fire Training Center.
  • Made the popular downtown bike patrol permanent, and successfully fought to bring bike patrol officers to the Tennyson community.
  • Championed the acquisition of new crime-fighting technology like body-worn cameras for patrol officers; license plate readers that recover stolen vehicles; and security cameras at crime hot-spots.
  • Implemented a ban on internet gambling businesses and permanently closed all of the existing ones.
  • Supported HPD’s CALEA accreditation which ensures our officers have the best available training.
  • Supported the Social Nuisance Ordinance, which gives HPD a powerful, new tool for making neighborhoods safer.
  • Eliminated the ineffective red light camera program and supported changes to the Police Patrol Plan to improve motorist safety.

Bringing More Jobs & Shopping to Hayward
  • Increased the number of businesses located in Hayward by over 3,400!  That is more than a 38% increase over 2012.
  • Dramatically reduced the unemployment rate in Hayward since 2012 - from 10% to below 4%.
  • Revised the alcohol ordinance to allow happy hour at Hayward restaurants, allow more restaurants downtown, and crack down on alcohol-serving businesses that create problems.
  • Proposed the creation of a Technology Innovation Corridor to attract more Advanced Industries companies and their well-paying jobs to Hayward.
  • Adopted a 5-year Economic Development Strategic Plan to grow the economy and tax base in Hayward.
  • Reduce negative impacts of “the Loop” while we work to restore 2-way streets downtown; and responded to requests to increase on-street parking in the downtown.
  • Supported policies that helped attract new businesses to Hayward (like Big 5, CVS Pharmacy, Dick's Sporting Goods, 5 new grocery stores, 3 new fitness clubs, dozens of new restaurants, and many, many more).

Make Hayward More Attractive
  • Strongly supported the new Illegal Dumping Ordinance which has reduced illegal dumping by more than 60%!
  • Worked side-by-side with the Keep Hayward Clean and Green volunteers and my family to reduce litter in Hayward.
  • Continued to support the mural program and worked to expand it beyond the downtown, including dozens of new murals all across Hayward.
  • Supported new trees and landscape improvements along Industrial Blvd. and Winton Ave. that look great and save water.
  • Improved the appearance of vacant lots by requiring property owners to install and maintain attractive fences.
  • Championed completing the Mission Blvd road improvements for South Hayward (under construction now with completion in 2020) and North Hayward (coming soon).
  • Championed Measure C which will repaved 12% of Hayward's roads citywide in the Summer of 2016 and increased our PCI (pavement score) from 65 to 72.
  • Working to write a Vacant Property ordinance and add a public art requirement for all new developments.

Put Hayward on a Sustainable Path
  • The new library will be LEED Platinum certified and is Hayward's first zero-net-energy building.
  • Championed innovative environmental policies that have received the Beacon Award from the CA League of Cities and a Green Leadership award from the U.S. EPA.
  • Implemented a county-wide plastic bag ban and increased recycling at businesses and multifamily properties.
  • Saved Hayward water customers $ by restructuring Hayward Water System bonds.
  • Supported investments to convert Hayward's Water Treatment plant from the city's largest energy consumer into the city's largest generator of clean, renewable energy.
  • Supported city-wide installation of LED light bulbs in existing street lights to reduce costs and make street lights brighter.
  • Hayward is diverting 74% of its waste from landfills.
  • Was a leader in fully identifying Hayward's long-term budget problems and worked to solve them.
  • Passed 7 consecutive balanced budgets.
  • Reached fair contract agreements with all of Hayward’s bargaining units.
  • Championed Hayward's goal of being 100% zero net energy for municipal operations by 2025.

Make Hayward More Youth Friendly
  • Was a leader in formulating and passing Measure C, to fund a new 21st Century Library and Community Learning Center - opening in Spring of 2019.
  • Proposed and championed a new 50 acre "destination park" in South Hayward (on Tennyson Rd, East of Mission Blvd).  The City has acquired the land; has fully funded it in partnership with HARD; and is working to complete construction by 2021.
  • Worked with Southland Mall leadership to attract and approve a movie theater (opened December 2018) and bowling alley (opening in 2019).
  • Expanded the new Greenwood park for kids and families in the Mt. Eden area along with many smaller neighborhood parks.
  • Supported the expansion of the City’s successful after-school homework help program to most HUSD schools.
  • Passed tough new tobacco and alcohol regulations to protect our youth.
  • Partnered with HUSD to increase attendance and graduation rates.
  • Produce a monthly newsletter to get the word out about fun, free events for families.

Other Accomplishments
  • Protected senior-only mobile home parks to maintain lower-cost options for seniors.
  • Was a champion for Measure C in 2014 which hired police officers, built a new library, upgrade all of our fire stations, repaired our roads and hired new maintenance workers to remove litter and graffiti.
  • Led the effort to pass stronger campaign finance reform rules for Hayward elections.
  • Championed creation of the Tennyson Corridor Initiative to revitalize the Tennyson area in South Hayward.
  • Championed passage of Measure E in 2016 (Cannabis Tax) and implementation of common sense regulations for the Cannabis industry that will bring hundreds of new jobs and millions of tax revenue to Hayward.
  • Co-Chaired the Yes on Measure T campaign in 2018 (Property Transfer Tax) to help balance our budget while expanding services (like extended library hours).
  • Supported increasing our Affordable Housing requirements to provide more affordable homes for Hayward families.
